CONTEXT AND BACKGROUND

The Canal Communities Local Drug and Alcohol Task Force (CCLDATF) is
one of **Apply on the website** Local Drug & Alcohol Task Forces
(LDATF) around Dublin, which were set up in the late **Apply on the
website**?s to address the drug crisis of the time. LDATFs play a
key role in the identification of emerging drug and alcohol trends
within the local community and are responsible for developing and
implementing a local strategy in line with the national strategy

CCLDATF supports a number of organisations at a local level which
provide a range of services and activities across the region. The
CCLDATF recognises that the impact of problematic substance use
extends beyond the individuals to communities and families, and as
such we work closely with the wealth of networks within the
communities of Bluebell, Inchicore, Rialto and Dublin 8. In order for
us to deliver on our key role in the community, it is vital that the
CCLDATF remains cognisant of the changes within national policy,
whilst also being responsive to the strengths and needs of the
community which it serves.

CANAL COMMUNITIES LOCAL DRUG AND ALCOHOL TASK FORCE INVITES TENDERS
FOR THE FOLLOWING BRIEF:

* In collaboration with the Canal Communities Local Drug and Alcohol
Task Force, its funded agencies, and other key stakeholders, develop
the CCLDATF strategic plan, **Apply on the website** to **Apply on the
website**. The purpose of the strategic plan is to ensure that the
goals and workplans of the Task Force align with the needs, emerging
trends, and new developments within the community, and are in line
with our obligations under the national drugs strategy _Reducing Harm,

* With the participation of service users, service providers and the
wider community, recommend indicators and evaluation methods for the
implementation of the strategic plan.

THE SCOPE OF THE TENDER IS AS FOLLOWS:

* Consult with all relevant stakeholders in Canal Communities area
including service users, community, voluntary and statutory agencies,
staff, management, as well as Boards of Management, Task Force members
and sub-group members, to inform the development of a 3-year strategic
plan for CCLDATF.

* Using the findings from the above to ensure that the CCLDATF
strategic goals are;

* Meeting the current needs of the people who are impacted by drug
and alcohol use in the Canal Communities Task Force area. This
includes individuals, families, and the wider community.
* Are aligned with the national drug strategy, _Reducing Harm,
Supporting Recovery (**Apply on the website**)._

ENGAGEMENT AND COLLABORATION WITH THE CCLDATF, FUNDED AGENCIES AND
OTHER KEY STAKEHOLDERS WILL BE AS FOLLOWS:

* Regular updates and consultation with the CCLDATF from the outset
and as required during the term of the work.
* Consultation with project promoters.
* Consultation with other key stakeholders.
* Service user input using a participative approach will be an
expectation of this piece of work.
* Community consultation using a participative approach will be an
expectation of this piece of work.

BUDGET AND TIMELINE:

_Timeline_

* The deadline for receipt of applications is close of business on

* It is expected that the successful applicant will begin this
project in December **Apply on the website** with an anticipated
finish of the project by the end of February, **Apply on the

_Budget_

* The value of the tenders submitted must be inclusive of VAT and to
cover the term of the contract. The price stated must be the total
all-inclusive price for the duration of the tender.
* The successful consultant is expected to work within the agreed
budget and report regularly on budgetary issues.
* Price increases during the term of contract will not be accepted.
* A valid tax clearance certificate must be supplied when an invoice
is submitted for payment.

DECISION MAKING PROCEDURE

* All tenders received will be reviewed by a panel nominated by the
CCLDATF.
* Shortlisted candidates may be asked to present their tender to a
panel nominated by the CCLDATF.

TENDER ASSESSMENT WILL BE BASED ON THE FOLLOWING:

* Applicant?s ability to demonstrate a clear understanding of the
tender request.
* Applicant?s ability to demonstrate an understanding of Local
Drug and Alcohol Task Forces, their structure, and their role within
the community.
* Applicants? ability to understand the role of the community and
voluntary sector in supporting the local community to address the
harms of problematic substance use.
* Applicant?s ability to demonstrate an understanding of the
national drugs strategy _Reducing Harm, Supporting Recovery **Apply on

* Experience of having previously conducted similar projects.
* Experience of successfully using participatory research
approaches.
* Quality of the tender document submitted, with clear timelines and
project plan.
